What is the best tool to make an image of a bad disk drive?

May drives I get in will not let the computer boot when plugged in and some drives lose readiness about 5% into the copy so that I have to keep powering them off then on by hand and restart the software. This is a pain in the butt.

This looks like what I want:

But I do not have $4,000 for the stupid thing.

If I could find something around $500 or less I would buy it.

Any ideas?
